The New Bite in Immigration Enforcementâitâs not Just for Undocumented Aliens
My practice is exclusively immigration law. Friends, family, and folks I meet when out and about invariably ask me if I see a lot of Hispanics. Immigration law is not just a matter for the millions of undocumented foreign nationals, many millions of whom are not Hispanic.Â
The mistake many business owners, employers, executives, managers, and supervisors make is to think immigration law does not affect them.  Most business owners, executives, managers and supervisors will never file a visa application for a worker. But the mistake they make is assuming they do not need to worry about immigration laws. Â
Despite the focus on immigration in the news, a large number of companies fail to comply with the I-9 laws that have been in place since 1986. I-9’s are required of every employer for every employee. I-9’s have to be completed timely, correctly by both the employee and the employer, some employees need to have their I-9’s reviewed, every employer has to properly retain their I-9’s.  Business owners, company officers, executives, managers and key employees are liable personally for civil and criminal penalties for I-9 related errors.
An estimated 5 percent of the U.S. work force is not eligible to be lawfully employed. Immigrations and Customs Enforcement (ICE) workplace arrests have soared 869 percent since 2002. With Congress unable to agree on immigration law changes, state governments are applying their own pressure. In 2007, 19 states enacted a total of 33 laws relating to immigration and employment issues, including worker verification by employers and contractors.
Why should you care? You should care because business owners, executives, managers and supervisors can be prosecuted for criminal (also known as “how good do you look in an orange jumpsuit?â€) liability, in addition to company monetary penalties.
The Immigration Reform and Control Act of 1986 (“IRCA”) provides that every employer in the country is required to verify the identity and work authorization status of every employee of the business on an I-9 Employment Verification Form, that every worker must complete on the day of hire or earlier. Failure to comply with IRCA’s I-9 rules can result in significant fines, loss of access to government contracts and highly negative publicity for a company.
What penalties does an employer face for I-9 violations? Employers face stiff penalties for IRCA and I-9 violations substantial fines and debarment from government contracts. Penalties can be imposed for hiring unauthorized workers as well as simply for committing paperwork violations even if all workers are authorized to work. Fines for hiring unauthorized workers will amount to anywhere from $250 to $5,500 per worker depending on the prior history of violation. Employers can also be barred from competing for government contracts for a year if they knowingly hire or continue to employ unauthorized aliens. Paperwork violations can also result in significant fines. Each mistake or missing item on a form can result in a $100 penalty up to $1000 for each form. A missing I-9 Form would automatically be assessed at $1000. An employer, for example, that had 100 employees and did not complete I-9 Forms might face a $100,000 fine. IRCA investigators have considerable discretion in assessing fines and will look at factors like the size of the company, the seriousness of the violations, whether the employer was trying to comply in good faith and the pattern of past violations. Â
Employers should also be cautioned that knowingly accepting fraudulent documents from employees, or accepting them with “constructive knowledgeâ€,  is a different kind of violation that can be criminally prosecuted, including individual criminal liability for officers, executives, managers and supervisors, under other immigration laws. Â
Aside from federal violations, many states have passed or are considering passing laws that would penalize employers violating IRCA including barring such employers from state contracts and revoking their business licenses.

- “This investigation clearly shows our resolve to pursue those who willfully violate our nation’s hiring laws, regardless of their place on the corporate ladder,” said Assistant Secretary Myers. “On television, criminal cases are wrapped up in an hour; but in real life, these investigations are complex and can take months, or even years, to build. We will invest whatever time it takes to ensure that those who flout the law are brought to justice.”

One of ICE’s more active special agents, Brian M. Moskowitz, reinforces his boss’ enforcement bite:

The Apollo 20 Alien Spaceship Hoax
Apollo was NASA’s moon exploration program. In 1969 Neil Armstrong and Buzz Aldrin were the first men to walk on the moon with Apollo 11, the last Apollo mission was Apollo 17 in 1972. Apollo 18, 19 and 20 were planned missions, but due to budget constraints they were finally canceled.
Apollo 20 had already been cancelled in on January 4, 1970 as its Saturn V rocket was now needed for the Skylab space station and budget restrictions had limited the Saturn V production to the original 15 flight models.
Nevertheless, you can find a large amount of false info about Apollo 20 on the web – years ago William Rutledge, a man living in Rwanda who claimed to have been a former Bell Laboratories scientist and employed by USAF, said there was a top secret soviet-american Apollo 20 mission that found an alien spaceship on the moon.
According to the conspiracy theory Apollo 20 arrived on the moon on August 16, 1976, about four years after the last official Apollo mission. The destination was Delporte, a lunar impact crater on the Moon’s far (dark) side. Crew members were William Rutledge (US), Leona Snyder (US) and Alexei Leonov (USSR), and their mission was to explore an alien spaceship apparently detected by the Apollo 15 crew (David Scott, Alfred Worden and James Irwin) in 1971.
It can at least be confirmed that Alexei Leonov was a real astronaut, he was even the first person to walk in space on March 18, 1965, and he commanded the Soviet side of the Apollo-Soyuz mission, Soyuz 19, the first joint space mission between the Soviets and the USA. In Arthur C. Clarke’s “2010: Odyssey Two” the fictional spaceship “Cosmonaut Alexei Leonov” in the book was named after him. But Lenov never admitted having been part of a top secret Apollo 20 mission.
If you believe William Rutledge’s story, the astronauts visited both an ancient city on the moon’s surface as well as an alien spaceship. They were also able to collect some alien gadgets in the ship and brought one of the two dead alien pilots back to their Lunar Module. An analysis of meteor impact density on the city and the ship apparently revealed that both the city and the ship must been there for about 1.5 billion of years. And it seemed that the ship had already been explored before (probably by another alien race?).
William Rutledge posted videos and images on YouTube (username “retiredafb”) and other websites, and the story even got some media coverage. Even if there are considerable flaws in the videos that allowed to identify the story as a hoax, one has at least to admit that they are well done and look quite amazing and that Rutledge (or who ever released this) spent some time on creating the mockups.
The story probably has its origins on a former story about photos taken during the Apollo 15 mission. These images are genuine NASA photos and can be downloaded from the Universities Space Research Association for example. It’s probably nothing but an optical illusion (remember the Face on Mars?), but you’ll have to admit that it looks like some kind of a cigar inside a crater, and it even seems to cast a shadow on the surface.

Planning an annual family reunion is a great way to keep all your siblings, cousins, aunts, uncles, grandparents, nieces, and nephews connected. Here are some simple activities that you could include at your family reunion:

• Cards
• Icebreakers and getting to know you games

• Water balloons (weather and temperature permitting)
Don’t forget to look for a location that provides ample space for your guests to spread out and chat, catch up on old times, or even just sit down for a picnic lunch. Picnic tables are excellent options for seating larger groups. You can even bring blankets for the younger relatives to relax on the ground, but just remember that Grandma and Grandpa may not be too keen on doing that themselves.
Food as Far as the Eye Can See
One of my favorite things about a family reunion is the really yummy and diverse food you get to enjoy. Our family reunions had everything from Maryland crabs and corn on the cob to sandwiches, ham, pork, brownies, and of course, Aunt Rose’s coveted homemade butter cookies. Each year we looked forward to these treats and more, which made the family reunion a long awaited and anticipated event.
The menu possibilities are virtually limitless, and you can save money by asking everyone to bring a covered dish or dessert. This works best if many of your family members are concentrated near the location of the event. If you are all or mostly traveling, it may be a good idea to shop around for reasonable caterers or restaurants offering food to go.
Final Tips on Planning and Hosting a Family Reunion
If you believe in Murphy’s Law, then this is the section of the article just for you. Here are some tips on how to avoid disasters at family reunions.
• Make sure you have a backup plan in case it rains. This includes not only location, but also alternate activities, events, and seating arrangements.
• Keep the peace, if possible. Try to remember that, even though they are family, all people don’t always get along with everyone. If squabbles break out and insults are flying between family members, do what you can to smooth things over, but don’t let it ruin your day.
• Find out your budget before you get too deep in planning. Sometimes family members chip into the overall cost of the family reunion. If you know you can count on $50 to $100 from each individual family, it makes your job so much easier.
• Suggest hotels and rental car agencies for your out of town relatives. Going the extra mile to make their planning and scheduling experience easier may really impact the final outcome as far as whether they will attend the event or not. Hey, it can’t hurt to try!
Family reunions can be a lot of work to put together, but usually in the end, the outcome is worth every moment. Spending time with your relatives at least once a year is really important to developing stronger bonds and closer relationships. If you aren’t fully confident in taking on the task of planning a family reunion by yourself, talk to a close sibling or cousin and take the team approach. Once planned, your family reunion will be well worth the time and energy you spend creating and organizing it. Enjoy!
